EU Renewables, Energy Efficiency and Governance legislation come into force

Brussels – Three key pieces of legislation in the Clean Energy for All Europeans package have come into force after being published in the Official Journal of the European Union over the holiday period.

The updated Renewable Energy Directive (RED II) has set a binding target of 32% renewables in the EU energy mix by 2030, though this target is to be reviewed and potentially increased following a review in 2023. Within the overall target, a 14% sub-target has been set for the transport sector, which includes the first ever European target for advanced biofuels of 3.5% by 2030. The revised Energy Efficiency Directive sets a 2030 target of 32.5% efficiency savings, also with a possible upward revision in 2023.

Member States must transpose the two directives into national law by the end of June 2021. Under the new Governance Regulation, Member States are required to outline how they plan to achieve this, and must submit a National Energy and Climate Plan for 2021 to 2030 to the European Commission.

With the Energy Performance of Buildings Directive having been adopted in summer 2018, four of the eight legislative acts making up the Clean Energy Package are now in the statute book. A political agreement has been reached over the four remaining acts (Electricity Directive, Electricity Regulation, Risk Preparedness and new rules for the Agency for the Cooperation of Energy Regulators (ACER)), which will be adopted in the coming months.
