Internal governance for Energy Communities
On 27 November 2025, the Policy Learning Platform is hosting the second episode of the webinar series on Energy Communities, focusing on internal governance for Energy Communities.
Energy communities are at the heart of the EU’s vision for a decentralised, clean, and democratic energy system. They offer pathways to greater energy independence, lower carbon emissions, and stronger social cohesion.
Yet, despite strong policy support at European level, many communities still face challenges in putting these initiatives into practice, from regulatory and financial barriers to limited technical capacity and local awareness.
Building on the discussions held during the Workshop in Budapest (December 2024), this two-part webinar series will take a closer look at two topics where participants expressed a need for further insight.
Episode II: Internal governance for energy communities
Energy communities can take many forms, cooperatives, limited liability companies, or public-private partnerships, among others. Each model comes with different implications for member control, liability, and investment.
This session will explore the diversity of governance models used by Renewable Energy Communities (RECs) and examine how responsibilities and decision-making are shared among participants. By understanding the local context, communities can identify governance approaches that best fit their goals and capacity.
What to expect
Dive into Interreg Europe’s good practices:
- Energy Community Models in Tuscany
By Susanna Ceccanti and Greta Alberici, Regional Agency for Waste & Resource Management, Italy (REC4EU)

The role of local authorities in enabling Energy Communities
On 20 November 2025, the Policy Learning Platform is hosting the first episode of the webinar series on Energy Communities, focusing on the role of local authorities in enabling Energy Communities.
Energy communities are at the heart of the EU’s vision for a decentralised, clean, and democratic energy system. They offer pathways to greater energy independence, lower carbon emissions, and stronger social cohesion.
Yet, despite strong policy support at European level, many communities still face challenges in putting these initiatives into practice — from regulatory and financial barriers to limited technical capacity and local awareness.
Building on the discussions held during the Workshop in Budapest (December 2024), this two-part webinar series will take a closer look at two topics where participants expressed a need for further insight.
Episode I: The role of local authorities in enabling energy communities
Local authorities are key drivers in the development of energy communities. Acting as enablers, partners, or even initiators, they can provide political legitimacy, mobilise citizens, facilitate access to funding, and integrate community energy projects into broader urban and regional development strategies.
This session will explore the different ways in which local and regional governments can participate in , or otherwise support, the creation and growth of Renewable Energy Communities (RECs). Participants will discover practical examples and policy approaches that empower local actors to foster community-led energy transitions.
What to expect
Dive into Interreg Europe’s good practices:
- Experiences from LEEWAY in establishing energy communities
by Sara Picone, Ferrara Development Agency (SIPRO), Italy (LEEWAY)
- Karlskrona Community Solar Park
by Pierre Ståhl, Energy Agency Southern Sweden (SIreNERGY)
by Bostjan Remic, NGO Focus & Helena Cvenkel, Energetska zadruga Zeleni Hrastnik, Slovenia (ShareRES)
These presentations will be followed by a panel discussion and a quizz.

Circular Economy as a tool to mitigate climate change and biodiversity loss
Circular Week is an international series of events and initiatives dedicated to the circular economy and sustainable development, taking place across Europe.
The aim of Circular Week is to promote the concept of a closed-loop economy, support sustainable business models, and foster collaboration among stakeholders.
Circular Week is a nationwide educational campaign about the circular economy, sustainable production and consumption. It will be 8th edition of this initiative, and by this annual project, we would like to contribute to and accelerate the transformation into a circular future.
CIRCULAR WEEK will take place between 3-7 of November 2025. Participants can join events dedicated to Circular Economy transformation and sustainable production and consumption all over Europe. Each day of the Circular Week will be dedicated to a different topic regarding Circular Economy as sustainable packaging, construction, food and bioeconomy, textile, circular design, circular business model, etc. Around these topics, various events will take place: workshops, seminars, and networking meetings. Circular Week will give the unique chance of business matchmaking and networking for both Polish and international participants.
The focal point of the circular week is European Sustainability Congress 2025. One of the biggest and most prestigious conferences in Poland regarding the circular economy topic. The event is targeted to public administration, local municipalities, companies, CSR, sustainable managers, local administration, start-ups, and media. Due to broad promotion, it will reach the general public as well.
The main objective is to educate about the circular economy and sustainable development, and promote sustainable businesses and solutions. We would like to show what advantage could be achieved by closing the loop and how sustainable consumption and production can have a positive impact on the environment, biodiversity loss and climate change. On the other hand, through Circular Week, we would like to promote effective, innovative, green solutions and effective systemic changes. It is about rising awareness, behaviour change and involvement and engagement in the circular transition.
The following entities express interest of their involvement in the project: the European Circular Economy Stakeholder Platform, a joint initiative by European Commission and Social Economic Committee, Holland Circular Hotspot, Circular Change (Slovenia), Nordic Circular Hotspot, ICLEI, Polish Ministry of Economic Development, Polish Ministry Of Climate, Mazovia Marshal Office, Embassy of the Netherlands, Embassy of Canada, Embassy of Norway, Embassy of UK, Embassy of Sweden, Embassy of Germany.
