The European Commission has put forward a revision of the Energy Performance of Buildings Directive, translating the Renovation Wave Strategy into concrete legislative action. Highlights include:
- All new buildings to be ‘zero emission’ from 2030; public buildings from 2027.
- New minimum energy performance standards are proposed, requiring the worst-performing 15% of the building stock of each Member State to be upgraded by 2030.
- Energy Performance Certificates will become clearer and contain improved information.
- Roadmaps for phasing out fossil fuels in heating and cooling by 2040 at the latest are to be included in National Buildings Renovation Plans, and Member States are given the legal possibility to ban fossil fuel use in buildings.
- The proposal supports the rollout of charging infrastructure for electric vehicles in residential and commercial buildings, and makes more dedicated parking space available for bicycles.
