30 May 2014, Brussels – Energy Commissioner Günther Oettinger has revealed his intention to call for a legally-binding 2030 energy savings target, but has refused to confirm what that target may be. Sources in the Commission, however, have suggested that the proposed target may be around 30-35%.
Proposals for binding greenhouse gas reductions and renewable energy use have already been discussed publicly. The Commission is expected to propose a 40% reduction in emissions and a share of 27% for renewable energies in the energy mix. The binding energy reduction target would complete the three pronged approach – renewables, efficiency, emissions – that many green groups have been calling for.
Notably, in the 20/20/20 climate package, the energy efficiency target was not binding, due to resistance amongst Member States. Although a binding target is now being proposed, there will be stiff opposition to overcome, with the UK’s Department of Energy and Climate Change having already indicated its opposition.
The Commission will publish its full energy review and proposals in September.
